Highlands Estate Bus Service Reinstated in Leigh-on-sea

Southend Council has announced the welcome return of bus services to the Highlands Estate in Leigh-on-sea, effective July 28, 2025. This marks the first bus service in the estate in many years, addressing a significant need for local residents.

The council confirmed that an agreement has been reached with Stephensons to extend their existing 17 bus service from Leigh directly into the Highlands Estate. The route will now extend up to the old terminus at Woodlands Park.

Councillor Paul Collins stated, "I am pleased to report that after working with our Public Transport Officers, we have agreed with Stephensons to extend their 17 bus service. This funding is achievable with support from the bus revenue grant received from His Majesty's Government." Due to the funding being under £30,000, the extension can proceed without a full tender process.


What This Means for Residents

Starting July 28th, residents of Highlands Estate will benefit from an hourly bus service on weekdays. The service will operate from the Woodlands Park terminus, travelling to Leigh and onwards to Chalkwell and Southend as either a 17 or 17A service.


Key details of the new service:

Operating Hours: The service will run during daytime hours only, starting at 10 am and concluding at 2 pm within the Highlands Estate.

Frequency: This will provide five round trips daily.

New Stops: The route also introduces new and refurbished bus stops outside Belfairs Academy. This offers convenient access for the public swimming facilities, particularly for users travelling from Chalkwell and Leigh on the 17A route. This move is expected to support new leisure providers and improve accessibility for residents.

Leigh Station Connection: Stephensons will also offer one return midday journey from Highlands Estate to Leigh Station on the 17 service.

All Stops Utilized: It's important to note that the timetable is a summary of the route; all designated stops along the 17 and 17A routes will be used, not just the termini. Southend Council and Stephensons plan to arrange a publicity event in the Highlands Estate soon to celebrate the return of this vital bus service. Residents are encouraged to join in acknowledging this positive development for the community.
