Legal Eagle: Dog Fouling along the Broadway

Question: Almost every morning I see the same person allowing their dog to poop whilst walking along Leigh Broadway. Is there anything I can do about it? Surely it is against the law?

Answer: Each council has a responsibility to keep the pavements clear from dog mess, but also each Council has its own rules as to how they deal with the offenders. Fortunately Southend Borough Council are very keen to deal with dog fouling. You can therefore report it to them and they do have the right to impose a penalty fine. Do be aware however, that you will have to provide exact details and probably a witness statement to support the allegation.
