Plans for Local Government Reorganisation halted

Southend-on-Sea City Council will be focusing on relentlessly delivering for residents, in response to the Government's decision to pause and review plans for Local Government Reorganisation (LGR) in Essex.

The announcement, made by the Secretary of State for Housing, Communities and Local Government, Angela Rayner MP, means preparations for creating new council structures across Essex will now be paused while the Government reviews the process.

Councillor Daniel Cowan, Leader of Southend-on-Sea City Council, said:

"I welcome the clarity that the Government's decision to pause Local Government Reorganisation in Essex and to review the process brings to our council. While it is regrettable this decision has come so late, it means we can now stop preparing for the creation of a new council and focus our time, money and capacity on delivering for the residents of Southend.

"Southend worked hard throughout this process and led the development of the Five Unitary Authority proposal for Essex. We remain proud of that work and firmly believe it offered the best balance between financial sustainability and maintaining strong local identities.

"In recent months it became clear that, while new councils could technically be created on time, delivering our business case’s transformation was becoming much harder.

The alarm bells rang when meaningful County Council engagement fell away, leaving “safe and legal” rather than “transformed” as the only realistic option.

"A new council name with the same processes, costs and service models underneath it would not have been meaningful reform.

"That is why I increasingly argued privately for more time and capacity, or a rethink of the approach. Government has now listened to the position on the ground.

"The work is not wasted. A serious business case forces organisations to look hard at themselves. We now understand far more about service models, costs, integration, duplication and where different ways of working across Essex can be improved and where outcomes can be improved. As an existing unitary authority, Southend is in a strong position to take those lessons forward without waiting for structural change.

"Our focus now is firmly on the priorities that matter most to local people: investing in new council homes, improving roads and pavements, tackling housing challenges, supporting local businesses, driving regeneration, and continuing to promote Southend as a fantastic place to live, work and visit. All of our energy will now go into delivering for our city."
